Mrs. Phyllis Nketia is a distinguished administrative leader with over two decades of progressive experience within the Council for Scientific and Industrial Research (CSIR). She currently serves as the Director of Administration, a role she assumed on 1 January 2026, where she provides strategic leadership in strengthening administrative systems and institutional governance.

She began her career with the CSIR in 2003 at the Building and Road Research Institute (BRRI), Kumasi, and has since built an exemplary career across multiple divisions, including CSIR-INSTI and the Head Office. Through consistent dedication, professionalism, and leadership excellence, she rose steadily through the ranks to her current executive position.

Mrs. Nketia has made significant contributions to organisational development and public sector administration. She has played a pivotal role in the formulation and implementation of key institutional frameworks, including the Human Resource Policy Manual, Administrative Policies and Regulations, Transport Policy, Corporate Performance Appraisal System, and Schemes of Service for various staff categories. Her work has been instrumental in promoting transparency, strengthening governance structures, and advancing merit-based performance management across the Council.

Mrs.  Yankey’s extensive experience has positively impacted the Strategic Human Resource direction of the CSIR, especially related to policy development and implementation and excellent communication and interpersonal skills.

Holding a Master’s in Public Administration from the University of Ghana, Legon, and memberships in prestigious professional associations, including the Chartered Institute of Human Resources Management (CIHRM) and the Chartered Institute of Administrators and Management Consultants (CIAMC), Mrs. Yankey is committed to professional excellence and continuous improvement.

She is a dedicated and results-oriented professional with a strong focus on people development and achieving organizational goals. Her Key Strengths include strategic leadership, Human Resource Management expertise, organizational administration, policy development, communication and interpersonal skills. Mrs. Yankey is married and blessed with three lovely daughters.
